    PARTNER

    John brings over 30 years of experience in government affairs, specializing in legislative strategy and advocacy at the federal, state, and local levels. Before co-founding the firm, he held leadership roles at top D.C. government relations firms and served as Director of Federal Government Affairs for 3M, managing a wide policy portfolio including healthcare, trade, transportation, tax, and pharmaceuticals.

    At 3M, John also led political consultant oversight, strategic coalitions, and a government sales and marketing division valued at over $500 million. His work helped expand business opportunities while shaping policy through strong public-sector relationships. Full Bio.

  • JEFFREY WIENER

    PARTNER

    Jeff brings over 20 years of experience in federal policy, government relations, and business development. He helps clients—from corporations to universities—advance policy and funding goals in areas like national security, clean energy, tax, and institutional advocacy. Jeff has secured federal research funding, supported defense and medical innovation, and built public-private partnerships that deliver results.

    He began his career as senior legislative advisor to Senator Mary Landrieu, working on defense, veterans, foreign affairs, and trade policy. Trusted across party lines, Jeff played a key role in bipartisan initiatives and worked closely with the Senate Armed Services and Appropriations Committees. Full bio.

  • ALLEN SHOFE

    PARTNER

    Al brings decades of high-level experience in global government relations, public affairs, and corporate strategy. Before joining the firm, he served as Executive Vice President of Corporate Affairs at Emergent BioSolutions, where he also held roles as General Counsel and Head of Worldwide Government Relations. He worked with NATO, the EU, and governments across five continents to expand access to chemical and biological defense tools—helping double the company’s revenue and manufacturing capacity.

    Al has advised the U.S. Congress, multiple presidential administrations, and agencies including the Department of Defense, State Department, HHS, CDC, and DHS. He played a key role in shaping biodefense policy and legislation such as the Pandemic and All-Hazards Preparedness Act, and has worked with the EU on biosecurity preparedness. Full Bio.

  • CHASE ADAMS

    SENIOR VICE PRESIDENT

    Chase brings 15 years of experience in government relations and the agricultural industry. He began his career practicing law in Sturgis, South Dakota, before moving to Washington, D.C., where he led public policy communications at the National Cattlemen’s Beef Association.

    He later served with the American Sheep Industry Association, focusing on public lands, sustainability, and leading the industry’s COVID-19 response—securing over $100 million in federal aid. Most recently, he was Assistant Vice President of Domestic Policy at the National Pork Producers Council, where he directed congressional relations and coalition engagement on key policy priorities.

    Chase has served on USDA’s Agricultural Technical Advisory Committee for Animals and Animal Products and on the board of the Western Resources Legal Center.

    He attended Black Hills State University and earned his J.D. from the University of South Dakota School of Law.

  • CODY TUCKER

    SENIOR VICE PRESIDENT

    Cody is Senior Vice President at MWS Global Strategies, where he advises clients on government relations, public policy, and strategic communications. He brings over 15 years of experience at the intersection of government, business, and politics, helping clients navigate complex legislative and regulatory landscapes.

    Cody previously served as Vice President of Federal Affairs at the Wine & Spirits Wholesalers of America (WSWA), where he led federal policy strategy, managed congressional and agency relationships, and oversaw advocacy on issues ranging from tax and trade to agriculture and appropriations.

    Earlier in his career, Cody was Director of Public Affairs at the Progressive Policy Institute and served in the U.S. House of Representatives as Communications Director to Congressman Kurt Schrader and the Blue Dog Coalition.

    He attended the University of Oregon, where he studied Political Science and History.

  • LILY McCULLOUGH

    POLICY & RESEARCH ASSISTANT

    Lily joined MWS Global Strategies in September 2024 and serves as the firm’s Policy and Research Assistant. She monitors legislation, executive actions, and regulatory developments across the federal government relevant to client priorities.

    Prior to MWS, Lily interned on Capitol Hill with Rep. Lizzie Fletcher (D-TX), supporting constituent services and legislative correspondence. She also held research roles during her undergraduate studies and worked at a due diligence and business intelligence firm in New York.

    A native of Houston, Lily earned a B.S. from Georgetown University’s Walsh School of Foreign Service, where she majored in Culture and Politics. She speaks fluent Spanish.
